You can get the list of tags of a content item with the getContentItemTags method.
Permission to run the request: Account Owner, Administrator, Organization Administrator, Publisher.
Parameters

contentItemId (required) | string | ID of a content item you want to get tags of. |
Return Value
After the request has been completed, the system returns an object with the following properties:
